Dreamweaver UltraDev Translator for struts

A few weeks ago, there was a post about an updated
translator for Dreamweaver that meant you could use struts more easily with
DW.  

 

Is this available anywhere for download?

 

Also – can someone explain the difference between this and
the CTLX extension for Dreamweaver?
