http://jakarta.apache.org/struts/userGuide/configuration.html 5.3.1 they don't say that's totally true, I would like to test but i don't understand how to use multiple modules(you can help me if you want) To test, you just have to set different message resources definitions In struts-config.xml: In struts-config-other.xml Application.properties and other.properties must be your classpath, The /WEB-INF/classes directory. Maybe, it's wrong? If you have complete example of multiple module using SwitchAction, you can send me it?
