One could make the argument that the .NET framework IS your Struts equivalent (though we know there is no real 'equivalent'). The Framework offers some server-side controls that are accessed via tags in your scripts, and the opportunity to extend this library as you see fit). I've not heard of any initiative under way to closly replicate Struts, but that is of course not to say there is not one.
