Java is included with some operating systems, but not always. You may download a copy of Java for your operating system from http://java.sun.com/ - you want the Java Runtime Environment. This is a known bug in 0.3.8.1, the best way to fix it is to download Sun's Java Runtime Environment (see http://java.sun.com/) and reinstall Freenet - making sure that it uses java.exe rather than jview.exe when it searches for Java.
