This site works for me using using WG9s build 2.53.b4 using MacOS 
10.15.6   I have the preference set to advertise both SeaMonkey and 
Firefox compatibility (preferences). Maybe the issue has been resolved 
in later versions?

That is blacklisting by Akamai. I'm afraid I don't know the details of
why it might fail with a specific browser/profile and work with others
on the same machine - I can only guess cookies, javascript or the
user-agent string may be involved, but it could be something else.

I doubt that it is any of the above.  I blocked cookies and disabled 
javascript, and I use the normal SeaMonkey user-agent with Firefox 
compatibility info, and the page works for me.

I rebuilt the profile by creating a clean one, then manually importing
pieces one by one.
Now it works, but no idea why.

My plugins are simple.

DOM inspector, epubreader, restart, show password, & umatrix.

Everything is the same as it was before, only now it works.
Really weird.

I understand, but W10 is not securable.
While it may not matter to a student only accessing student things.
I work with computers every day, and have customers IP, which I have to
keep secure, and I can not do that on W10.
It leaks by design, plus backs up your user profile to the cloud.
No OS that reports what you run, when you run it, and how long you run
it, can be considered secure.
If you can't control what data it transmits, then it is not your
computer, or OS for that matter.
With M$ pushing desktop as a service, M$ has killed windows.
I await ReactOS going beta.
