Odd, I could not find that one (SM 2.39

You need to create it. It is a Boolean setting.

'cuse my ignorance: how to create?

Right-click a setting in about:config, choose New, and choose Boolean
from there. Copy the name of the setting and paste it in, then copy &
paste in the value.

Dare I ask how to do THAT?

Thanks.

Use windows explorer, select this file then Right-Click -> copy
in the directory Right-Click -> paste
Now, you have you copy: It's labelled: prefs - Copy.js

Better yet, back up your whole profile. Prefs.js in inside the profile.
 You can easily find your profile from Help > Troubleshooting Information.

Enter about:config in the browser address bar, accept the warning, then
right click on any pref and select "New" and then "Boolean", enter the
pref title as shown above.

Of course, making a copy of your prefs.js file *before* making any
changes is advisable.

I had high hopes for this one, but it doesn't seem to stop the annoying
"Are you sure you want to leave" prompts. Do you have anything for that
pestilence?

The word "window" in those settings refers to a popup window, and those
do get blocked. I have not seen a "Must you leave?" prompt for a long
time. I do not know how to block that, unless it is something that
Adblock Plus can block itself or with the adjunct extension Element
Hiding Helper for Adblock Plus, in which case you need to get the
address where that prompt comes from and add the block manually.

Not sure what the difference is between a "window" and a "prompt." To
me, they look the same except for the size and the absence of menus etc.
on prompts. Also, CTRL-U is ineffective on prompts, so I can't tell what
source code produced them without dismissing them first and examining
the originating page.

The prompt is not a window. Its element name is message box (I think).
 It could be that Fanboy's Annoyance List has something that stops that
kind of thing, but not sure about that.

Click "Yes" and leave.

That's what I did when I started writing a comment on Facebook, and
decided not to finish it, clicked the back button on my browser and was
asked.

I can tell you what I do to stop the nuisances. In about:config, I did
these settings:

dom.disable_open_during_load -> true - stop unrequested popups
dom.disable_open_click_delay -> 2500
  - allow popups that are triggered by clicking something provided that
the response comes within the allowed time (2500 ms or 2.5 seconds)

dom.disable_window_onbeforeunload -> true
  - stop popups triggered when you try to leave a page
dom.disable_window_onunload -> true - same as above
accessibility.blockautorefresh -> true
  - gives control over automatic reloading of a page or redirection of
a page - does not really block it but allows control over it by putting
a notification bar at the top of the page with an allow button.
Clicking the allow button permits the event, and ignoring it blocks the
event.

I also have Adblock Plus installed with 4 subscriptions which do a
pretty good job of blocking the more persistent popups:

EasyList, EasyPrivacy, Fanboy's Annoyance List, Malware Domains

Beyond any configuration settings, you might want to consider the
NoScript extension. Nearly all of that is script-driven.

For my own usage, I disable script handling, and then enable at
individual sites (and specific scripting engines), as needed. For some
things, I will permanently enable a script, but a lot of times, I do
only a one-time enable, to allow me to get to what I want.
