Not quite, I don't think that such a special-purpose UI would be justified. I think a better approach would be to add one or two extra available actions to the filtering rules, such as play custom notification or run external program. That way, users can repurpose the custom notification for other kind of uses -- or, in the case of running external programs, even more esoteric stuff. OTOH, it seems a lot of work (and probably code) to ask, for such a niche use.
