I finally found that it was my firewall that had gotten messed up since the last time I used this computer. Thanks to all for the suggestions. I think when I've come across that before it's usually been that some version of Microsoft .NET framework is needed: https://www.microsoft.com/net Though working out which version is needed is not always easy. From what I recall, if you install a version of .NET it's then able to get far enough to say which is needed if it wasn't the right one, but if you don't have any installed it just completely fails. Or I may be barking up the wrong tree, but worth a shot if no-one else has any ideas.
