Portable software don't care much about which version of Windows you are using -- some of them might work even on Windows 9x. As long as the computer fulfills the minimum system requirements of the software, you should be fine -- for SM2, that would be Windows 2000. So you should be fine using Portable SM2 in Win2000, XP, 2003, Vista, 2008 or 7.
