In more general terms the assumption is that if they build off comm-release / mozilla-release they are RC (Release Candidates). SM 2.35 is neither and from the development point of view it is ready (I suppose) - only held back by lack of official build machines. SM 2.35 is there for Mac OS and Linux, but not for Windows. They are only intended for the automatic update process of SeaMonkey: my SeaMonkey builds have the update-url changed to the https://l10n.mozilla-community.org/~akalla/unofficial/seamonkey/nightly server, so if a new build gets posted, SeaMonkey will download it on it's own (or you can do it by going to Help - Check for updates).
