Others will be able to give you more information. I know only so much, since I don't use a Master Password.

The Master Password is a tool on Mozilla products, Firefox, Thunderbird and SeaMonkey, in order to protect the user's passwords from being stolen by someone else with access to the computer. When this dialog is encountered, the user needs to enter the Master Password to access the data.

2.0 is a very new version, and has a number of differences that users of the previous version, 1.1.18, will find surprising. One is the Master Password dialog. The issue is described in the Release Notes for 2.0:

Under Known Issues, you will find the following workaround if the new behavior is not desired:

"MailNews account password prompts are no longer serial at startup (Bug 338549) Workaround: If a Master Password is set and you saved your login credentials, only one prompt will appear at startup. You can disable this new behavior by setting signon.startup.prompt to false in about:config."

The about:config dialog is accessed by typing about:config into the location bar of the browser. Click through the "warranty" warning, and type signon.startup.prompt into the filter field. Right click on the pref, and select Toggle, to set it to False. SM 2.0 should now behave as SM 1.1.18 did.
