Tom,

Have you tried the Adobe test page, it is possible the web site you are
looking at has screwed up the .pdf coding for the .pdf file.

https://forms.spb.ca.gov/employment/documents/pdfTest.pdf
The above test page downloads an Adobe .pdf test page, so it may take a
few seconds to fully load.

Go to Preferences Browser application Helpers. IF using a PC go down
list click on PDF. Choose AdobePDF Browser Plugin (if installed) or
Reader or Acrobat, or whatever pdf viewer you have.

Then Try:

For Mac Users with similar problems Download and install PDF Browser
Plugin from Schubert to your Internet-plug-ins folder works for all
browser including, SeaMonkey and Safari. Once installed go to
Preferences Browser. Application Helpers and choose the Plugin or
choose acrobat or reader

If you use Plugin allows for viewing within Browser. Other methods File
is downloaded then viewed in Reader, Acrobat or any other viewer set.

Some PDFs won't open in browser anyway, and will download.

Hi Tom:

Under Tools \ Options \ Applications
the line ending with (image/jpeg) can be set to use either Acrobat or
Acrobat (in Firefox).

It may be you need to set that action.
