Finally found the solution. Picking the default engine in settings will
*not* change search engine in location bar nor in the select right-click
search option. Here is the fix.

1) If you don't have the Search widget Navigation Toolbar then
right-click > Customize and restore it. It is the one with the little
dropdown list now with DuckDuckGo icon. This is just temporary

2) Close Customize

3) Click the DuckDuckGo dropdown and switch to whatever you want. I
wanted Google.

4) Now you can remove the Search widget from Navigation Toolbar and
searches within the Location widget will be what you want. And
right-click selection too!

This also works if you have enabled the search bar.

Why not just change it in the search bar? It works that way, and it is
more convenient to access as well.

My search bar is working. I can change the search engine to whatever is
listed in there, and I put my own preferred engines in there.
I am using SM 2.46. I use Mac OS, so is this problem just a Windows
problem?

I am getting the same problem on SM 2.46 in OS X 10.11.6.

I can set the default search engine in the preferences dialog, but that
does not change the default search engine for the url bar; it is always
'DuckDuckGo'
