You nailed it!

Make an exception in Windows Defender so it doesn't scan SeaMonkey mail.

I did that for my Thunderbird and it improved a lot. Sorry, I don't 
remember how to do it.

I moved from Win 7 to Win 10 about 6-12 months after Win 10 came out 
although I can't remember what form that "upgrade" took.  I have no such 
problems.
The machine is generally slow (not enough memory, Intel processor with 
exploit mitigation, HDD rather than SSD) but Seamonkey Mail behaves as 
it should.
