I am not too fond of this new behaviour either, so
I checked about:config and found two related settings:

the boolean browser.taskbar.previews.enable
the integer browser.taskbar.previews.max

If you're not crazy about the changes Windows 7 made to the taskbar (I'm 
not), you can XP-ify it with this:

Make sure to configure it so that it runs at start-up.

Right-click on empty space in the taskbar and select properties from the 
menu. On the Taskbar tab, choose Never combine for Taskbar buttons.

Right-click on empty space in the taskbar and select properties from the
menu. On the Taskbar tab, choose Never combine for Taskbar buttons.

It's also worth noting that you don't need to click to open an app's 
grouping. Just hover over the button for a moment and the grouping will 
popup for you to select.
