Heck, maybe that's how it's supposed to work, but that's counter-intuitive. It's certainly not n2m in 2.13, it's been ever since the "go/ recently closed tabs" was added, long ago. I chose the second, and it came up, correctly. I then clicked on Help->About SeaMonkey to get the above information, then close that tab and the other tab that I had just re-opened. I then selected Go->Recently Closed Tabs and selected the second of the three now listed, and it worked correctly.
