This seems to me to be a bit like a device created by the folks at CIPIC, at the University of California at Davis: http://www.news.ucdavis.edu/search/news_detail.lasso?id=7058 They didn't use multiple pinnae, but they did have multiple 'ears' around the circumference of a cylinder. There were several AES publications on this about 9 years ago. It looks like a way to interpolate between hrtfs (same person's hrtf, different target locations, or head turning) Although the array appears horizontal-only, of course that will work in elevation. However, it doesn't model head-tilting.
