Patrick Mazza, Climate Solutions, has produced a report, "Harvesting Clean Energy for Rural Development - Ethanol." The report is available on the Climate Solutions website as a pdf file. http://climatesolutions.org/Harvesting/EthanolReport.pdf It also reports on bioethanol potential in the Pacific Northwest. Patrick reported on four Northwest (of 56 national) plants at a recent ethanol conference in Eugene, Oregon. At the conference, Mike McCormack of the California Energy Commission said,"The biggest barrier to commercial production is financing the first commercial plant." Oregon Department of Energy's Oregon Cellulose Study was discussed. http://www.energy.state.or.us/biomass/study.htm The conference was sponsored by the Oregon Office of Energy, Pacific Northwest and Alaska regional Biomass energy Program, and the US Department of Energy's Office of Fuels Development.
