While I don't mean to disrespect the effort, this more a think tank than a council. Council or think tank, I didn't read about any commitment from anyone in a position to be a part of creating public policy , to use the counsel of the council in creating public policy. Perhaps it's value will be in creating a stronger grass roots movement. Time will tell, as they say.
