I assume you mean Tiny 1.1 rather than Tiny 1.2.

Validating to the Tiny 1.1 DTD is an obvious first step, using any XML
editing tool or validator.

You should use a validating editor, such as XMLSpy, Oxygen, etc.

You can find the dtd to validate against here:
http://www.w3.org/Graphics/SVG/1.1/DTD/
