 try doing a full buildworld (without a -DNO_CLEAN)?  I've built world
 multiple times since and it works just fine for me.

It turned out to be ccache's fault.  Once I've resumed the build with
-DNO_CLEAN -DNO_CCACHE, it finished just fine.
