_updown.netkey: keep old resolv.conf config when possible

Replacing domain from resolv.conf can cause problems to vpn client.
Keep domain in search list if search list was originally empty.
Add new search list after original one, replacement can cause problems
to vpn client users.

Never read.

Perhaps an lset_t enumerating all possible packets the .processor()
is permitted to emit would be useful.  Perhaps.
