packets: replace open_v2_encrypted_payload() with open_v2sk_payload()

Move code from ikev2_parent.c to ikev2_send.c.

Drop 'name' parameter and instead use containing PBS's name when
debug-logging.

Try to make field names more consistent with other code, for instance
use .pbs for SK payload's pbs.

packets: cleanup send_delete() et.al.

Return void, bool result ignored.

Rename *_delete_out() to send_v2_delete() etc, bringing name
into line with other send_v2_*() functions.

Tweak debug-log lines fixing a typo.
