Correct, the mysqldump command is the key ingredient in the recipe. I'm not sure whether other databases have compatible commands... we don't use them, so we're not in a position to do a good job verifying code for them. In theory we could use the fixture dump and load tasks, but in practice those are not meant to be robust enough to handle production databases. And of course they are much slower.
