t-and-f: Questions about the runway rule changed in IAAF Handbook
Dear Listers: According to the new IAAF Handbook 2002-2003, in the Rule 184 of General Conditions for the Horizontal Jumps I found the following description about the Runway (p.149): Runway 2. The minimum length of the runway shall be 40m. It should have a minimum width of 1.22m and a maximum width of 1.25m. The runway should be marked by white lines 5cm in width. The maximum length of the runway shall be 45m, measured from the relevant take-off line to the end of the runway. Note: It is a foul if the competitor begins his run more than 45 metres from the take-off line. However, in the report of PROPOSALS TO AMEND IAAF TECHNICAL RULES APPROVED BY THE 43rd CONGRESS, EDMONTON, 2001 (p.13/24), it just said amend last sentence for the action of No. 177 as follows: - Current Rule: Where conditions permit the length of the runway shall be 45m. - New Rule: The maximum length of the runway shall be 45m, measured from the end of the runway to the relevant take-off board. The original amendment approve by the 43rd congress is OK, if the sentence just indicate the standard of the runway length. But the actual change written in the Handbook 2002-2003 is forcing athletes to limit the free length of their runway to add a note that say It is a foul if the competitor begins his run more than 45 metres from the take-off line. If it's so, for the long jump event additional judge will be required to apply the new rule and need sticking a tape or placing a fence for the compulsory execution of 45 meter rule on the mid-runway although there is enough space at least 11 meters longer than for the triple jump event. Limiting the runway distance by 45 meters may not have any advantage for the further development of the holizontal jumps. I think that there is only one advantage for the meet staffs to reduce their additional works setting up an extra runway on the opposite sand pit for triple jumpers. Does anyone know the background why and how this new rule was emerged with this additional NOTE? Thanks in advance. C'mon, y'all. Penn and Drake are this weekend and there's not even a peep outta yooz. What happened to all the great remembrances from Relays past and the discussions (arguments ?) about which is better? Don't leave all the sh*t talking to those dribblers on the letsrun.com site. Who's gonna win the Penn DMR? 'Nova, says I. Webb will run a sub-4:00 leg. The amazing 4 x Mile that I had dreamt of with Webb, Jennings and some Arkansas guy anchoring won't come off, but it'll still be a good one. I say Arkansas takes it. I believe Wisconsin could be tough, but I believe I saw they'll be at Drake. The Drake meet has some fantastic open fields. The mile will have Lagat, Lassiter, Abdi (world racewalk record ? :-) ), Berryhill and others. Suzy will run the 3K. Good men's shot. Both vaults will be excellent. Let's hope the weather holds. The USATF Junior Olympics program reaches more than 100,000 young athletes throughout the country each summer, with close to 7,000 competing at the National Championships. Information on the Read For Speed program will be distributed at all of USATFs Association and Regional Championships, and also will appear on usatf.org and kidsrunning.com. USATFs Mission Statement speaks to the pursuit of excellence and this program meshes nicely with that goal, said USATF President Bill Roe. The pursuit of excellence cannot be accomplished without education and it all begins with reading and increased literacy skills for Americas youth. Athletes in each of the Junior Olympics five age divisions will be encouraged to read from a selection of age-graded books in a variety of categories or genres. They can then submit short essays about the books to qualify for inclusion in a raffle at the end of the summer for USATF merchandise and other prizes. The entry deadline for the Read for Speed program is September 1, 2002. USATF will also randomly select book reports for publication on usatf.org and kidsrunning.com. All youngsters submitting published stories will receive a specially-designed bookmark from USATF and kidsrunning.com. Roughly 1,000 competitors are expected to compete December 14 on the Sierra College Cross Country course, 20 miles northeast of Sacramento. In addition to the open mens and womens division, the event will also serve as the Masters (over 40) National Championships. The event, contested over a two-mile lap course, will also serve for the first time ever as the National Championships for deaf athletes. Kevin Toth Back and better than ever After experiencing two consecutive sub-par seasons, shot putter Kevin Toth has bounced back in a big way this spring. Earlier this month Toth unleashed a massive 21.42 meters/70 feet, 3.25 inches throw at the Ice Breaker Open in Kent, Ohio, and a week later he threw 21.52m/70-7.25 at the Sea Ray Relays in Knoxville, Tennessee, his best effort since 1999. A fixture in Track Field News top-ten world rankings since 1992, Toth failed to earn that distinction last year. According to Track Profile Report, after placing fifth at the 2000 Olympic Trials, Toth decided to retire from competition and accepted a job at a salt mine in Cleveland. After three and a half months, he began to reacquire the urge to compete again. I was still training in the weight room, but hadnt done any throwing, he said. One day I told my wife that I was going to take the day off to throw, and if I could throw over 60 feet, I was going to go back to throwing. Toth threw 18.90m/62-0.25 that day and put his retirement plans on the back burner. The reason for Toths decline was discovered in February 2001 when he underwent back surgery for the second time to repair a disc that was operated on 14 years earlier. Scar tissue and nerve damage had been building there through the years and the damage dramatically affected his leg strength, which severely hampered his performance. Following the surgery that removed a horrendous amount of scar tissue, Toth feels like a new man. The 34-year-old is squatting more than 600 pounds in training these days. Ive never done that before, he said. All my leg strength has come back and Im stronger than ever. Its taken a year to get it all back, and it has taken a year to be smart with it. The new and improved Toth, who believes hell easily surpass his personal best of 21.78m/71-5.5 in 2002, will compete against this years seasonal world leader and 2000 Olympic silver medalist Adam Nelson this weekend at the Drake Relays. # # #

The following story appeared in today's Indianapolis Star. Friction remains over '99 doping issue April 23, 2002 By David Woods Unresolved in the public confrontation between the U.S. Olympic Committee and USA Track Field is how to separate facts from politics. The USOC talks tough on doping because failure to do so would threaten revenue. Drugs are the greatest danger to the Olympics, and potential sponsors need reassurance. So the USOC's board of directors passed a resolution Sunday saying it could strip USATF of control of track if the Indianapolis-based governing body does not comply with doping rules by Aug. 31. Much of the friction can be attributed to one case -- refusal of USATF to release the name of an athlete who had a positive drug test in 1999 but was exonerated before the 2000 Olympic Trials. USATF explained that its rules at the time forbid release. The IAAF, track's world governing body, and USATF agreed to send the case to the Court of Arbitration for Sport in Lausanne, Switzerland. The USOC mandates USATF be in good standing with its international federation, which USATF believes it is. Obsession with the 1999 doping issue is much like fighting a war already won. The scenario no longer applies. USATF no longer adjudicates such cases, which have been handed over to the U.S. Anti-Doping Agency. The anti-doping agency leveled what USATF acknowledged was legitimate criticism of testing logistics at some meets. Michael Conley, head of the elite athletes department, has been assigned to assist in out-of-competition testing after a complaint that one USATF official was hostile. USATF created problems by becoming, of all things, too ambitious in testing. It asked the anti-doping agency in 2001 to test at 21 events (the average for a national governing body is four) and to test, on average, 41 athletes per event (the average is 14). Twenty-three percent of all tests by the anti-doping agency in 2001 were of track athletes. Curiously, the USOC has known the identity of the athlete in the arbitration case all along but hasn't released the name, either. Also, the USOC remains sensitive to accusations of cover-ups leveled by Wade Exum, its former drug chief, and Robert Voy, a former medical officer. As the most high-profile federation for the most high-profile nation in the Olympics' most high-profile sport, USATF is a convenient target. It was caught off-balance by its scolding from the USOC, which did concede that no other national governing body has responded so swiftly. It is my personal goal to never have to stand here and talk about compliance issues again, USATF president Bill Roe told the USOC board. Instead I want to spend our collective valuable time on our athletes, coaches and sports.

Sideshow, this actually seems to be a bigger problem on the list lately. There has been a precipitous drop in the posts over the last 2 weeks or so. Are we actually having server problems? Has the list fulfilled it's useful life (I sure hope not)? Or is everyone now just posting to other places like LetsRun.com? Curious. I'm assuming that the dq of Tapia in the 10km couldn't have been a slam dunk simple decision since it took 4 days to settle. Have heard bits and pieces and obviously can't comment on the outcome without the benefit of facts. I'm sure it must be an interesting story though? Everyone got bored at exactly the same time. It happens. A lot of people don't realize what's really going on. They view life as a bunch of unconnected incidences and things. They don't realize that there's this like lattice of coincidence that lays on top of everything. I'll give you an example, show you what I mean. Suppose you thinking about a plate of shrimp. Suddenly somebody will say like plate or shrimp or plate of shrimp out of the blue no explanation. No point in looking for one either. It's all part of a cosmic unconsciousness.
