Another point: isn't intentionally not trying to win the race the same as 
"throwing" the race?  Isn't that what that Kenyan guy got crucified for last 
year?

A quote from the webpage: "He (Bailey) said, 'I am not looking to win yet!' 
He also alluded to the fact that it would be doubtful that he would choose 
to even try and win a race before Sydney."

Imagine if some horse trainer or jockey made similar statements - there 
would be investigations and arrests.

becuase of hte betting component, such statements probably constitute fraud. 
There's no such component in track, and the sport has a long (and noble) 
history of people (particularly distance runners) who come back and run 
"test" races just to get a feel for where they are. Or throwers or jumpers 
using abbreviated runups.

i do agree it borders on the odious, however, when it's done in the context 
of a Golden League meet, where stars names are being used to sell the meet to 
the public. A big-time meet promoter aware of those kinds of statements 
should pull the person from the race.
