4. Hope that e.g. the josm turn restriction plugin writers pick up on 
this and add it to their list. Or that they are asked to add it by users 
noticing the tag (1), finding it on the wiki (2), but find it missing 
from their $fav_editor. That last scenario is the most likely :)

It sounds to me as distinctly odd - it would be a situation where at a
crossing:
* coming from A you only can go to A
* coming from some other direction, there is another direction you can take
(otherwise it could more easily be modeled with one-way roads instead of
turn restrictions)

Why would there be a way from A in the first place then? To me it would only
make sense if the road 'from' A would actually be coming from another place
than the road 'to' A would go through. And in that case, only_left_turn or
only_right_turn would seem applicable.

I don't get it. 
http://www.openstreetmap.org/browse/relation/1630619/history is the only 
one you've added - can you really not continue east on Alessandro? 
(Aside: why the zigzagging? Intersections on divided highways should be 
represented as two nodes.) I'm also not clear on what source_ref = 
AM909_DSCX7666 mean.

Ignoring the question of whether there are any valid uses (trying to 
come up with one makes my brain hurt), shouldn't a router just see if 
the restriction=* value begins with no_ or only_? It doesn't need to 
know what kind of turn it is to parse the from and to ways; the only 
reason for that is if you want to render a sign.
