The reasently approved Feature Public Transport says to use 
public_transport=station for both, bus and railway stations. The wiki is 
not updated yet.

are the busses using the rails and the trains the streets? Otherwise I
would say it is not a real problem, it is indeed 2 entities, a station
and a bus station, which happen to be at the same place / in the same
building (not a rare case).

ADR is a European contract. Countries and Countys can add special 
limitations to ADR. In Switzerland this is SDR and hast to corespond 
with ADR.

Colin refers to the tunnel category. Every tunnel has an ADR category 
and it makes sense to add this to OSM.



I'd do so - hazmat is a very rare tag so adding more
information/clarification/proposals would be a good thing.

Conventionally this has been done with role alternate. But for more 
complex problems (more then two variants) this can not be represented 
correctly in OSM with only one route.


Currently under developement is a proposal

which recommends to create a route for every variant.


Already the older idea of Oxomoa recommended two relations: 
http://wiki.openstreetmap.org/wiki/User:Oxomoa/Public_transport_schema


Especially in central europe it is common practice to use a seperate 
route for every variant.

Yes, you can add nodes and ways multiple times.

An example of a partial ring bus route (all tagged with unified_stoparea 
AND Public_Transport proposal recommendations):

Some stop positions are added twice (first/last three stops that are not 
part of the ring).

One platform is added twice (the first/last where the route begins/ends).
Some ways are added twice (ways that are not part of the ring).
