Following discussions in various places, I came to the conclusion that
the loungers I care about are not the loungers documented as such
under the amenity=lounger tag, but rather a kind of bench

frankly I believe this level of detail would be overdoing it. Feel free to 
develop any scheme you feel suits well. If I wanted to tag more detail, 
priority would be „material“ and it would refer to the material where you 
sit/lie on. Another approach would be tagging specific or generic models/types 
(similar to how we do it for drinking fountains).

I don’t think this would be suitable tagging for a Liegewiese (habe recently 
seen such a sign in the swimming pool, a nicer way to say no ball playing I 
guess). If it were for a lounger with growing grass on it, it would be ok.

I want this amenable to consumers. If I were to propose an attribute
to the other tag, I'd have to propose to deprecate the uses on areas
that allows for such atrocities as "amenity=lounger; surface=grass".

I do not really see a big problem here, if someone wants they can 
add extra tags counting capacity/number of loungers or
intermittent=yes or seasonal=yes
But this should be listed in proposal to let people judge is it a good idea___

That other tag can be applied to areas in two different ways: either
representing a single item - or as a place, where
commonly/sometimes/seasonally/depending on time of day/and who knows
what - none, one, or more loungers can be found.

This one is meant for fixed installs only and not for use on areas.
The lounger tag cannot be reused because it is designed too badly.

amenity=lounger lounger=wave
amenity=lounger lounger=wave_lounger

seems better to me as someone can map lounger without classifying
it subtype (and we may have ideas to map more lounger classes in
future)

And mentioning how to distinguish amenity=lounger from
amenity=wave_lounger would be useful in either case

is unavoidable at time of mapping and makes sense
Any classification of real objects (tagging objects in OSM)
already is some generalization

2) It is not changing that 

(A) cascading tagging
( amenity=general_class general_class=detail )

(B) using properties 
( amenity=general_class property=value )

is very often better
than (C) direct superdetailed classification
- amenity=super_detailed_subtype_a
- amenity=super_detailed_subtype_b
- amenity=super_detailed_subtype_c
- amenity=super_detailed_subtype_d
- amenity=super_detailed_subtype_e

amenity=wave_lounger sounds to me like using natural=oak
rather then natural=tree + separate property for mapping that
it is an oak ( say, taxon:en=oak )

or historic=memorial_bench instead of historic=memorial memorial=bench
or historic=blue_plaque instead of historic=memorial memorial=blue_plaque
