I would err on tagging it anyway, but make it known when/how non-members
can access it if it's actually an issue.  There seems to be a propensity
for locating these in old railway stations or buildings that look like old
railway stations.  Green Country MRC, for example, is a visible landmark on
Charles Page between Tulsa and Sand Springs, and Columbia Gorge MRC very
visibly looks like an early 20th century passenger baggage depot and used
as a landmark due to it's unique appearance and that nobody ever remembers
what intersection it's on otherwise...

Yeah, like that.
But I think closed clubs don't need to be tagged - only clubs that have 
regular opening hours to the public (be it an open house once per 3 
months or every day with paid admission)

there is one instance of
leisure =miniature_railway
http://taginfo.osm.org/tags/leisure=miniature_railway

and one 
leisure =model_railway
http://taginfo.osm.org/tags/leisure=model_railway

but the first one might well be an instance of something like this:
http://www.steamrailwaylines.co.uk/miniature_railway2.jpg

so I'd use the second variant. I wouldn't recommend tourism=attraction because 
that's a generic don't know tag, and not all model railways will be considered 
tourist attractions

Subtagging tourism=attraction seems reasonable to me, such as
tourism=attraction, attraction=model_railway

There is a bit of usage of club=model_railway

Is there a proper tag for a model railroad layout open to the public?
I am talking about small-scale, non-ridable layouts inside a building, 
and am thinking about a leisure= tag on a node.

I explicitly do NOT want to layout the entire rail.
