I don't think so.

The MSYS tools tend to behave much more like native windows tools than
cygwin does.  Cygwin seems more like using the new ubuntu on windows
stuff, except that one is actual linux binaries rather than recompiled
for cygwin binaries.

I enjoyed using git-bash (https://git-for-windows.github.io/) -- it allowed
me to use bash, Perl and git on a Windows 7 laptop at my last contract. Far
better than the provided configuration of Windows Power (sic) Shell and the
mammoth IDE Eclipse.
