Sadly you're not the only one experiencing these issues I have stopped using 
Window-Eyes due to these issues

Find the drive that you wont toformat right click on the driving you find the 
format option in the List menu

 I have had significant delays as well.  Although I have Windows 7.  I have
 noticed it in Internet explorer and was uncertain if it was just taking a
 page a while to load or what.  I thought with the WE 9 changes I would have
 less of that.  I had a big slowdown the other day when I switched my
 Braille
 Edge to blue tooth to use with my I phone.  I have the Braille Edge
 connected by USB to my computer for the majority of the time.  When I
 stopped using the I phone and went back to the USB setting, the speed
 returned.  I had not disconnected the USB during this time, but will try
 that next time.  The bottomline is that I am also finding delays.

 usually just stays slow.
 It seems to happen most often in Outlook while creating a message and in
 Visual Studio while editing text.
 Sometimes if you don't type anything for some time it will come back or if
 you type really slow. Other times a ReBoot of the computer will fix it.
 I too run Windows 8.1 and the Office 365 version of Outlook and Internet
 Explorer - I have not noticed this yet in Internet explorer.
