My friend, The best way is to create everything in ms-word, including pictures, and then use the option 'save as' PDF or install a PDF printer driver to generate the final pdf version of the ms-word document. And it becomes an accessible PDF as well. Do you really mean a PDF maker or are you thinking of something like Microsoft Publisher? The reason I ask is that Office 2010 allows you to save a word, excel or powerpoint file as a PDF. So, if you can create the file using images and text as you want it in one of those, you can just go to the Save As dialog box and select PDF as the file type. This is super simple and makes an accessible version of the file for your blind friends to access. Yes there is the pro version of adobe DC. You can do exactly what you want. they have a subscription model .
