Unfortunately it was a passing conversation at a local OSM meet up in
Ottawa and I'm not even sure I'd recognise the young gentleman again.  I
just thought I'd tag it as it seemed odd to me and if it was the case then
perhaps something could be done.

Probably with low bandwidth availability it could have been some one was
using off line data?

It might be helpful to know which tools the person was using. Perhaps it
was one that wasn't updated very often.

There's not early maps here, but Pascal neis recently worked out some great
statistics concerning the age of OSM data:

These may provide a useful parallel to any early tiles; if nothing else
they should show you something about the amount of data that exists from
these early days.

Hi Douglas,

You should have a look at InaSAFE ( http://inasafe.org ). It is all open
source, it is a plugin for QGIS, you can install it directly from the
plugin repository. The plugin actually include an OSM downloader that makes
it easy to use OSM data directly but you can also use the tool with any
other data source. There is also a lot of documentation including training
material on the website. Technically, it is not a risk assessment tool (in
the probabilistic sense) but more of an impact/scenario assessment tool as
you can look at specific scenarios/events one by one. It should be very
useful to do some visualization, help with contingency planning,
preparedness, damage assessment, etc...

The oldest ones I was aware of are the Featured Images, running from
