Surely OSM has the bandwidth to host these on our own servers. Is there a 
reason we don’t do that rather than relying on 3rd parties?

I agree it’s a little counterintuitive for experienced users but I understand 
the rationale: If you’re splitting a building (closed way) how is the result 
valid unless it’s converted to a multipolygon?

This hints at a reasonable and not terribly difficult solution, which is for 
the editor to (optionally and automatically) split a single changeset into a 
sequence of changesets each with their own bbox. Maybe with an extra changeset 
tag that ties them together.
