Hi there,

For those interested, please have a look at this proposition :
http://wiki.openstreetmap.org/wiki/Proposed_features/Military_base

It's intended use is to permit the same area to be for example a forest and a 
military restricted area (while the landuse=military doesn't permit that)

seems somewhat sensible, but it's really a bandaid around serious
brokenness about landuse.  The notions of what people use land for and
what the condition of the land is are massively conflated.  Plus, there
should be no intrinsic problem with nested uses.
