Given how common GPS-equipped phones have become, I wouldn't be surprised if 
the majority of Western tourists in China are using such devices in order to 
locate where they are relative to their destinations.

China CCTV ratchets up the paranoia in this report re domestic
neogeographic activity, including using GPS devices. "Foreigners" do
such things in order to later lob cruise missiles at China, obviously.
It's in Chinese, but you'll get the gist. (Note the stealth appearance
of Google Earth in flight simulator mode.)
