I'm using JOSM on Vista64 with Yahoo imagery.

1.) Make sure that both JOSM and the WMS plugin are up to date.
2.) Check the WMS section in JOSM settings. The Yahoo Sat-entry should 
look like this:

3.) Download webkit-image.zip [2]
4.) Unzip it
5.) Move the contents so that the DLL files and the EXE file are 
somewhere on your system path. The best way to achieve this might be 
to place them alongside josm-latest.jar Make sure to keep the 
'imageformats' subfolder structure intact when unzipping.

Yahoo's resolution inside JOSM depends on the zoom level inside JOSM 
that is active when you click on activating (!) the WMS layer. So if you 
have a scale of 100m in JOSM and click on WMS - Yahoo Sat you get 
higher resolution images opposed to clicking on it with a scale of 1000m

As an aside: is terraserver moving like whale $h1t for everybody?  How 
long has it been like this?

So it does!

Terraserver Urban is much better for me in this area.  Am I missing a 
setting?

No, just some tweaking needs to occur, but suitable encouragement needs to be
