Wouldn't emergency=shelter be better in this case?  I like the idea of keeping 
all emergency-related objects tagged with emergency=* to make them easier to 
find.

besides the precise tagging (social facility or emergency), I just want to 
point out that you can have 2 main tags for the same area (overlapping), just 
not on the same object. 
You could for instance have a way tagged as school and have this same way as an 
outer member for a multipoligon relation which gets the shelter tags.

How about shelter=emergency?
I don't really see why social_facility would be applicable. I don't see

In the Ph, by default, schools are used as evacuation centers (which is bad
since it disrupts school days during prolonged crisis but thats a separate
discussion). For these, we tag them as amenity=school and
evacuation_center=yes.
