On that node I got tripped up because "vending"="excrement_bags" seems to
be used with and without "amenity"="vending_machine"
I followed tagging of nearby nodes in josm, but missed reading the wiki
convention. Sorry.

The overpass query to find other similar tags is:
["vending"="excrement_bags"]["amenity"!~"."] ({{bbox}});

"vending_machine" though still seems a strange tag, as the dog waste
dispensers are very often free, and vending is described as involving money

One that I was unsure about was the loss of the amenity tag on
http://www.openstreetmap.org/node/3360668597/history#map=19/53.44159/-0.84441
in
http://www.openstreetmap.org/changeset/29963851
(see changeset discussion there).

When tagging that I was copying and pasting from the wiki at the time 
(the item concerned is what Germans would call a "Robidog" I think - 
they're rare in my bit of the UK although dog waste bins aren't.

Someone on talk-de has complained that you have deleted information in
your recent marine sewage
not-really-mechanical-but-still-large-scale-use-context-to-determine-meaning-without-having-first-hand-knowledge
edit. I'm not sure what exactly the problem was or if they had a point,
I'll ask them to comment on your changeset directly. *If* there is an
issue there maybe it should be resolved before continuing.

I propose to use context to determine the meaning, and retag according to
current conventions. For example "recycling:excrement" at a marina dock
will be assume as a marine sewage pumpout station.  The same tag in a city
park will be a dog waste bin.  Usually it's quite clear.

This is not a true mechanical edit per
http://wiki.openstreetmap.org/wiki/Automated_Edits_code_of_conduct
as I will examine each node by hand, and exit by hand.  Regardless, I am
writing to solicit comments or concerns.  I will not visit the locations,
but may reference official websites.

Given the state of the tag, I expect zero data consumer impact.
