You could have connected those halls to the surrounding streets, where 
appropriate, so that they can be routable.

Hello David,

Here's one where I used the layer tag. So we can model 3D, but
rendering it will require higher zoom levels, more PoI icons and some
way to separate the layers.

Sometimes I include some of the halls / walkways. This one has half of
the walkways. The other half are on the upper level, but I can't see
any benefit in adding them.

In these cases I feel that placing barriers between the shops may make
the map so complicated that it will discourage others from completing
or updating it.

this is not 3D. It is something similar to what some CAD-Programs call
2.5-D. But it's use is very limited (number of layers, no heights, not
to talk about inclining levels, split level, ...)

The shops are directly adjacent to each other  therefore share a 
party/dividing wall

They have been mapped as areas so at the moment I'm using barrier=wall 
to distinguish between them.
Is there a better way?
