If they have some type of compatible license, we can be in business.
I think it is a good proposition to raise some money in kosovo, the
benefits for the people of having maps are great. We just need a good
price!

we need 10,908 km2 for Kosovo http://en.wikipedia.org/wiki/Kosovo
so 163,620 €

But we dont need highres of all the farmland.

I guess we would just start with the major cities.

Prishtina is854 km2 according to http://en.wikipedia.org/wiki/Pristina

So that would be 12675 Euros for the city...
lets see what we can do.

Is the license ok for tracing into osm/sharing of the images?

Did the crisis hit you that hard? I mean 3.1M for 45 hectars, that's
6.89 USD a squaremetre - cheap for construction land, but cheapest for
built up land, don't you think?

Read http://wiki.openstreetmap.org/wiki/Gaza and talk to Peter Miller 
who was, I believe, involved in obtaining the aerial photography for Gaza.

I have a hunch that some suppliers of aerial photography are willing to 
make a trade: they hand us their imagery, we hand them whatever we trace 
from the images under a no-strings-attached license. This would 
basically mean that during such a project, the imagery would be made 
available to selected persons only, and these have to agree that 
everything they trace is dual licensed (OSM plus special rights for 
those who gave use the images).

It's always better to convince them to simply hand over the images and 
take the data from OSM afterwards, of course.
