I believe the XAPI supports uses similar to this, however I don't think it
currently supports 'except' or 'not' queries.  (According to the page below)

Personally I've not decided anything. My opinions may change over time
with new arguments and as I learn new information.
One thing I wonder though. Is it possible for an openstreetmap editor in
an example 'to make a request to openstreetmap and ask for all objects
for an area except the objects that are tagged as natural=tree'? (let's
assume someone wanted to see a municipal area but didn't want to see the
trees, which didn't matter to that specific mapper)
I'm reading here right now http://wiki.openstreetmap.org/wiki/API_v0.6
to see if this is possible. (I might need to read other sections as well
depending on what I learn)
