Usually country borders are indicated by admin_level=2

That would be because way for Phillips County is tagged with
highway=primary.

So from this perspective this count_y_-border should have been
admin_level=*6* ;)

Taking a deeper look into the attributes I found that the last editor
(gnosomai) has added highway=primary to the way (24307804). I'll send
him a note, that this seems not be correct.
