I now see the public dataset is only 100 bike racks in the cbd. I plan on 
requesting other data later, as I see council owned maps showing more racks, 
but I can easily visit all of these on bike in a day, so I might start with the 
"" full "" dataset.

Do, say, 10 local to you and see how it goes. Making a mistake with 10 
is not too much of a problem, making the same mistake with 10,000is much 
more of a problem.

Sure, James.  Welcome to OSM.

I would find another (preferably local, though you could go statewide or 
national) more-seasoned OSM user to help you "best interpret" our Import 
Guidelines.  A lot of new users get both enthusiastic (especially about a 
reasonably "bite-sized" import, like yours) and somewhat "tripped up" with 
these Guidelines, often stumbling or getting discouraged, and we don't want 
that.  It might be those Guidelines could use some additional tuning up, but 
they are what we have for now, and someone gently holding your hand as you 
"interpret" them seems it would help or even be best.  Besides, reaching out to 
the greater community (as you have to talk-au just now:  noice!) is part of 
OSM, so getting into that habit early is a good one!

Tenet number 2 of OSM:  (after #1, "Don't copy from other maps")  Have fun!
