[talk-au] Mobile phone towers

Just putting a nearby newish mobile tower on the map.

Due we worry about naming who's tower it is?

Couldn't see anything in the wiki about it.

In doing this, I'm following a proposal under discussion since there 
seems no more accurate way of tagging them.

I intend finding them again and fixing them if the consensus on tagging 
goes some other way.

This is the way it should work when proposals are developed to in use.

I changed the one from Commnications Tower to man_made=tower name=Optus, 
Telstra, etc

One of the nice things about tagging as amenity=bts instead of tagging 
as a tower is that many urban BTSs are on buildings, lamp posts, etc.

But tall ones can be tagged as both of course:
