My guess is no with high confidence.

The license is at https://data.gov.au/data/dataset/national-public-toilet-map 
and doesn’t derivatives.

Do we have permission to use the National Public Toilet map:
https://toiletmap.gov.au/copyright?

It says the map itself is Google, but the data itself is public:
https://data.gov.au/dataset/ds-dga-553b3049-2b8b-46a2-95e6-640d7986a8c1/details?q=National%20Public%20Toilets,
but that doesn't seem to say anything about copyright / CC BY?

As James pointed out, CC-BY should be compatible, if all the other
data on the site is licensed as such why wasn't this data set?

I may be reading it wrong, but getting the data to work with cc-by-sa would
not be possible either. Essentially, with OSM, you are doing sublicensing
all the time due to the way it is working. But I could be understanding
wrongly. In the case of Google, since they don't give you access to the
database, it doesn't matter.
I don't think it is here an odbl problem.
