Yep, ref makes sense.

I've just had that particular phone, & also another one, pop back up, so
I've changed them both to ref:phone="existing number"

Morning all & Happy New Year! :-)

After I'd posted, I thought that I should have added some more details.

The number is listed against a public telephone, but it's not a phone
number as such, it's an identification number for that phone. All PTs do
also have a "real" phone number allocated, but they aren't displayed on the
phone (although I believe that may be changing?), both to prevent crime
(people can't ring their local drug dealer who set's up beside the phone
box - yes, seriously!) & also to prevent people placing reverse-charge
calls to a PT.

So should that number even be shown, because, as Warin said, if you ring
it, your call won't go anywhere?

If it should be there, what format should it be in?

Or should it be tagged as something else apart from phone=?

Google libphonenumber code library could be useful to help Normalise the number 
- will need extra code to insert country code etc, some sort of state machine 
maybe ?

For future reference, (e.g. if we want to do this in NSW), I've pieced
together half of what would be needed to automate this process...

The following Overpass query will allow one to export all the phone
numbers from Victoria to JOSM. You can then filter to select just those
which don't start with '+61'.

The hard part of course is writing some code to do something interesting
with these numbers.
But I'm confident that by the time I figure that out, the MapRoulette
task will be finished!

good chunk of the numbers, and the rest could be left for MapRoulette.

For example, some code could look at every number in Victoria, remove
all the spaces and special symbols and check if it is 10 digits long,
with the first two being '03'. In that case, perform the transformation
'03' -> '+61 3  '.

The other cases could be left for MapRoulette.

Unfortunately, I don't think I have time at the moment to put this
together myself. :(
