I've looked at his edit history and most of his edits *in the Brussels area* between 2011-07-11 and 2011-07-21 are akin to vandalism. His other contributions (mainly in Limburg) look fine and numerous though. Maybe he was upset about something and got carried away? Agreed on 'first come, first set'. But one could make an exception for things that by their nature have a French or Flemish character, eg schools or institutions that are dependent on one of the Communities or Regions, maybe also associations or companies that have only signs in one language, For such POI you could argue that depending on the case NL or FR should come first. Maybe a note tag as eg 'Governed by the . Community' could be added to explain. When a name is stated only in one language, one can add after a ' - ' the second language and then also both name:nl and name:fr tags. User RoRay is (ignorent or deliberatly) out of line. In OSM terms systematically changing the order qualifies as vandalism. We're not doing politics here. That said, make sure this user is not doing this due to some misunderstandings. The two examples above aren't enough for me to blame him for doing malicious things, but I haven't checked his entire history. Hello, It was agreed upon that, in Brussels, whoever adds the name could decide the order. This was meant as a sort of incentive for people to go out there and be the first to map an area. So in this case, if the order was changed, this for me is disrespectful to the original mapper and should be reverted.
