I wouldn't touch the page unless you want the wiki-police at your front door. :-) You can use any proposal, actually any tag, but it's best to document it. Since it is documented, I would just leave it as it is. The heritage tag is already for years in this state and no one bothers. When it's a good, popular tag it might be "promoted" to in use without voting. The only "correct" way is to do a RFC (to be announced on tagging mailing list), then open voting (again announce on tagging) and wait for the results (2-3 weeks usually). M!dgard has some first hand experience with the process. Many smaller tags do not follow this process. I see new building values popping up all the time (building=service, anyone heard about that one before ?) They just get added to the main wiki page. It's up to you how much effort you want to put in it.
